What the Screening Committee Does
The role, responsibilities, and obligations of the Screening Committee in reviewing proposals for governance.
The Screening Committee is responsible for reviewing submitted proposals to determine whether they are ready for governance consideration. It evaluates proposals against the requirements set out in the Constitutional Documents, ensuring they are complete, within the mandate of the House of Stake, and suitable for submission to a tokenholder vote.
Responsibilities
The Screening Committee is responsible for:
- Reviewing proposals for compliance with the Constitution and other applicable Constitutional Documents.
- Assessing whether proposals fall within the scope and mandate of the House of Stake.
- Confirming that proposals meet the required submission and documentation standards.
- Requesting clarifications or revisions from Proposal Authors where necessary.
- Admitting eligible proposals to a governance vote or rejecting proposals that do not meet the required criteria, providing reasons for the decision.
The Screening Committee does not determine the policy merits of a proposal or substitute its judgment for that of Tokenholders. Its role is limited to ensuring that proposals satisfy the constitutional, procedural, and formal requirements necessary to proceed to a vote. The Screening Committee review is supported by the HSP Editor.

The role, responsibilities, and authority of the Screening Committee are defined by the following Constitutional Documents:
- Constitution – establishes the Screening Committee as a governance body and defines its constitutional authority and mandate.
- Proposals and Voting Procedures – defines the proposal lifecycle, screening process, admission criteria, and governance workflow.
- Screening Committee Charter – defines the committee's composition, responsibilities, review standards, decision-making process, and operating procedures.
- Participation Standards and Code of Conduct – establishes the standards of integrity, professionalism, impartiality, and conduct expected of committee members.
- Conflict of Interest Policy – defines the requirements for identifying, disclosing, and managing conflicts of interest.
Obligations as Governance Body Members
As members of a governance body, Screening Committee members are required to:
- Act in good faith and in the best interests of the House of Stake.
- Act independently and exercise their judgment free from undue influence.
- Comply with the Constitution and all applicable Constitutional Documents.
- Adhere to the Participation Standards and Code of Conduct.
- Disclose and appropriately manage conflicts of interest in accordance with the Conflict of Interest Policy, including recusing themselves where required.
- Perform their duties diligently, impartially, and consistently.
- Maintain transparency by documenting and communicating screening decisions in accordance with the Proposal and Voting Procedures.
